The library system in the Balearic Islands: the implementation of Act 19/23 November 2006
Abstract
This paper analyses the implementation of Act 19/23 November 2006 on the library system in the Balearic Islands. The background of the Balearic archipelago is presented, as well as the development of the libraries and the responsibilities for library matters that have been assumed by the different levels of government, such as the Government of the Balearic Islands and the Island Councils. In addition, the paper reviews the process of creating the library system and the legislative process that concluded with the approval of Act 19/23 November 2006. Finally, we assess the implementation of and compliance with each of the obligations in the Act by the various levels of government. A certain general delay in implementation was found, despite the fact that considerable progress has been made.
